NAV/CRM Connector Sync Missing Single Users Records

Running into an "odd" issue.

Installed and configured the NAV and CRM connector.  More specifically NAV Sales Quotes to CRM Opportunities.

When a records is created in NAV the correct details are being sync and created in CRM except for one particular user.   Checking permissions, maps, etc. everything seems ok.  

Anyone run into a similar situation in the past?   Suggestions on where to start / check (even if I might have already looked thought I'd ask for ideas/verify).
