How to setup "cost plus" billing on salaried employees?

We need to setup cost plus billing in SL, but have the calculation use the hourly rate for salaried individuals, (vs. the cost of the hour worked). The billing rate is incorrect if the salaried individual works more or less than 40 hours in a week.
