Can't end a production order - "Active job registrations or journal registrations exist on production in Manufacturing Execution"

I am trying end production orders and am getting a message "Active job registrations or journal registrations exist on production in Manufacturing Execution".

I know from prior posts that the normal correction would be to find the missing Calculation/Approved/Transferred registration, get it transferred and all should be good. After analyzing several orders I can find the transaction that is calculated approved and transferred but the reversing and rebooking transactions do no exist (and the records are left in the jmgStampJournalTrans table). This is happening at both an AX2012 CU8 and CU12 customer. 

Has anyone else run across this? If so what is the cause and what is the fix. (It seems like deleting the jmgStampJournalTrans records clears the issue but I am somewhat reluctant to try to clean up more the 4000 orders this way).
