Unable to find this feature import journal lines

I found that “import journal lines” button in payment journal is available in other people's payment vouchers but not in mine. How can I enable it? If I need to contact the administrator to enable it, how can the administrator enable it

    The menu item can be assigned to you or any other user by using security configuration.
