BOM or Route line for Outsource Service/Expense Item

Dear Dynamics 365 Community:

I have this scenario.

2 types of services to complete 1 finished product. These 2 types of service, I would like to include in the Production process & cost.

1. Outsource service to clean the raw material but I need the cost to be defined as separate line (not combined with material cost. Is it correct to define this type of service item in BOM?

2. Outsource service for painting of the finished product before it is back to factory for assembly & boxing and ready for sale/stock. I understand that there is no item Type Vendor in Route details form? Is it correct to define this type of service item in Route as one of the Operations?

you could probably have just one service item and 2 lines in BOM (line type=vendor) and each line and in the Route use an operation to specify outside work. If they happen one after the other then only one is sufficient and if timing is involved then consider having 2 operations
