The 'Reordering Policy' is used to calculate the lot size when the inventory quantity needs to be replenished (per planning period). It sounds like you are currently using a 'Reordering Policy' = 'Maximum Qty'. With this setting the system uses an Overflow Level equal to the amount in the ‘Maximum Inventory’ field. In other words, the system uses the quantity that is specified in the 'Maximum Inventory' field to determine the maximum lot size.
If the ‘Minimum Order Quantity’ field has a value in it too, then it will be added as follows: Overflow Level = ‘Maximum Inventory’ + ‘Minimum Order Quantity’.

The 'Reorder Point' field acts like the minimum inventory level, it tells the system at which point to re-order. It specifies the inventory level (quantity of stock) below which you must replenish the item.
The proposed order quantity will always at least bring the projected available balance up to the level that is specified in the Reorder Point field. However, the final proposed order quantity may be further adjusted due to the setting at the 'Reordering Policy' field in conjunction with the corresponding quantity modifier field settings: 'Minimum Order Quantity', 'Maximum Order Quantity', and 'Order Multiple'.
