I've searched in numerous ways but cannot figure out why this is not working using 9.2 UCI
I'd like to use XRM ToolBox or Power Automate to set the default pane and tab for all of my users, but this does not appear to work. When I set it using either tool, certain areas of personalization settings update for all users, but the default pane/tab do not. These two fields say <Default based on user role> and I am not sure what that means or how to then change it for them.
The users in question has their role within the Team they are in.

They are not work for all users or some users?
Can you make sure your users have appropriate privileges on the "User Entity UI Settings" in their security role?
In case that doesn't solve it, I would also check the "User Settings" entity.
And the user in question can set Default Pane/Tab themselves successfully?

When you say to check the User Settings entity, what would I check?
The users can set the default pane/tab themselves and this does respond appropriately.
Through my test, I found that the Default Pane/Tab only can be changed by each user, which can’t be set for all users at the same time.
