System Message 6909 Another process has already added the pjinvhdr item

I'm getting the above message at a client site trying to print the Construction Billing invoices. I'm guessing that it's a record hung in a temp/work table somewhere. Does anyone know off the top of their head what that table is, or where I should go to look for this error?

Found the problem was the value stored in Project Control Parameters. Adjusted it to the highest value for contract billing and all is well.

Doing some more digging, I found that the draft_num that the Construction Print Process (CPP) is trying to use has already been entered into pjinvhdr, creating a primary key violation. I looked in the Flexible Billing Setup screen and see where the standard draft number comes from, but this is different than the number that the CPP is trying to assign. Where does the CPP grab its draft numbers?

No triggers on either table. It's something in the Invoice Final print process giving the error.

is there a trigger on PJINVDET or PJINVHDR that may be updating the records?
