Is it possible to export payment file in a simple csv format. If yes what is the best method.

You can export these data by using an XMLPort that saves the output as CSV.

Can this be done without creating a data exchange? The requirement is to generate the payment file in CSV format by clicking the Export button in payment journal.
Yes you can create an XMLPort with the Format property set to Variable Text value and export the data as per your needs.
An example:
