Sometimes there isn't a work order. Some POs are just replenishing inventory.
I ended up just writing a PA flow to take the option set choice in the Ship To field and populating the Address form. It wasn't too difficult and seems to work for our purpose.

Wondering if you might be better off adding your various "Hubs" as Resources, then adding the appropriate Hub Resource to the Work Order. PO directs/ships products to the Hub (with WO reference). Technician stops at Hub to pick up products for WO#. Just a quick thought.

These locations are not Service Locations for the Work Order. They are company hubs where the technicians go to pick up parts and supplies for their Work Orders.
I think I'm going to use the "Ship To" field on the PO Details form and then use that to populate the Address form through a PA Flow.
The idea of shipping to a site is when you open a PO related to a Work Order. So you want to ship all the items to this Work Order location.
You may also have multiple work orders if you have multiple locations.
It will be just one address per PO.
I think that you have 2 options:
1. Create multiple Purchase Orders so you can use multiple Ship To's
2. Create a Ship To field on the Purchase Order Product? I assume you are trying to ship different products to different addresses on the same Purchase Order.
