Could not load file or assembly 'System.Text.Json'

I'm building a custom workflow activity where I would like to use System.Text.Json package. When executing the workflow I get this exception:

The located assembly's manifest definition does not match the assembly reference. Could not load file or assembly 'System.Text.Json'

I'm ware about the dependent assemblies and that they cannot be used in workflow extensions But I always thought this just concerns 3rd party libraries like Newtonsoft. Isn't System.Text.Json a default .NET framework library and should be available anyhow?
