I have the following key set in the CustomSettings.config file service\instances\instance_name folder
<add key="ServicesCultureDefaultUserPersonalization" value="true"/>
the NAV service is parametrize with the login account which is the same that has user_personalisation language code set to 1036 (FRA) and even this an option field still send the data using the ENU language code... any idea?

Make sure you updated in proper instance and try by restarting the services.
