I need to use Balance Sheet accounts to choose it while creating Budget, I know that we have One Account Structure should add in Budget Control Configuration is related to P & L.
But I need to choose BS accounts without creating an Account structure shared between P&L And BS. If there is any way to create budget related to Balance Sheet Accounts.

You should be able to record budget amounts for different account structures.
This should in general work.
Budget control is a different story. As you mentioned the budget control can be applied to a single account structure only. Yet, this is not your problem as I understand it, right?
