Power Automate (Flow) Capacity Bundle - What is counted as a Transaction?

Hi All,

I have written a Flow to move Attachments from CRM Email Message to SharePoint. This flow gets triggered on create of Email Message and has the first condition to check if the Email is Incoming (Recieved) and if it is Regarding an Incident. If both conditions are met, then the execution of flow actions start else it stops.

In regards to the new Licensing changes, would every trigger of this Flow on creation of Email Message count to those requests of 20000 per 24 hours; or would it only count if the Flow actually progresses through after the first condition is met? The user running the flow will be a Dynamics 365 Customer Service Enterprise Licensed User.

Appreciate if you can confirm the same.

    Every triggered session counts.

    In your scenario, the Flow needs to trigger, validate the a condition. So it counts.
