Cannot log into MR

User is on GP2018 and MR CU 16 Legacy - they finally decided they were going to use the Enforce Password Policy in GP but when they check the boxes, the users could no longer log into Management Reporter - once he unchecked them they could log in - any thoughts on why this would happen?
