Any setting can be configured for submit / resubmit button in the workflow

Based on my understanding, there are two scenarios when an approver rejects a workflow:
 
1) The workflow originator can submit the workflow from the beginning.
2) The workflow originator can re-submit the workflow directly to the approver who initially rejected it

Is there a setting in the workflow parameters that allows me to choose which rejection behavior is applied?

    How the workflow behaves when someone is approving it or rejecting, is managed with coding. The coding manages the status and the progress of the workflow instance.

    As per my understanding , we can't configure this.
     
    Once it is rejected it goes back to originator only and if you need somthing different thats not configuration

    since i have 2 instances but behave differently when approve reject
     
    One instance will behave as 
    The workflow originator can submit the workflow from the beginning.
     
    Other instance will behave as
    The workflow originator can re-submit the workflow directly to the approver who initially rejected it
     
    Hence, i want to know any configuration to control it
