How to change the date and time format in D365 F&O on cloud. Can we standardize it to all of the user?

It's set up in the User options which can be opened with the Setup (cogwheel) button near the top right of the screen.
You can mass update (or create) users using "User information" data entity, including the date format setup.
Date format is driven by users language. If you want it standardized then set same language for all users, it could be done using "User information" data entity.

would be good to first make a manual change and export and then update and import
