I doubt this is caused by GP Power Tools as it does not allow you to make the text not visible.
When you change the background colors to a dark color, the text is automatically inverted so that it is always visible.
GP Power Tools comes with over 100 built in themes and allows custom themes allowing you to select from the available 16.7 million colors.

How about checking the DEX.INI? Another option would be to copy a GP program from another computer.

There is nothing like this that would allow to change the background color in GP without an add-on...
Given the black background (which is ugly) I'd bet that something like WilloWare GP PowerPack was installed (free features ?) and that user picked a color schema that makes it now unreadable or hardly readable.

I'd check the DYNAMICS.SET file for that user and see if you can find an entry that refers to Willoware GP PowerPack or also possibly GP PowerTools, but I doubt that this kind of color schema is available in GPPT..
I remember some customers having installed the Willoware GP PowerPack and the number of color options were very limited (by far not as nice as in GPPT) and they were very contrasted, almost too flashy to my taste.
