Power Apps Portal - how to modify the Restrict website access by IP address 403 page

When we working the portal update, we need temporarily put the production portal into to be restrict with user.  I think use IP restriction would be best practice, this way our stuff still able to access the portal and do some smoke test before let portal user in. 

But we feel the 403  page was friendly for our portal, it could cause more trouble to us client thinking there technical difficulty. I was wondering where we can find this "Error 403 -Forbidden" just modify the wording to be nicely and friendly.

    Using IP restriction as a temporary measure during portal updates sounds like a good practice to ensure a smooth transition while still allowing your team to perform necessary tests.
