Inventory Aging Report how does it works?

I came to understand that this is a widely used report, so is it just me or it is complicated to understand how it works?

I am testing it with a variety of parameters for different items for different periods and still doesn't understand

For example, I have item XYZ with a transaction on hand 82 days before today,(at least that is what the form On-Hand->Transanctions says), so when I run the report with Location ON, it put the quantity in a period of 120+ days, and when I am not including Location, it puts in a period of 30+ days.

I have a technical background and I am sensing this is just not a bug from Microsoft, so now the question is how this report works?

Anyone opinion is welcomed.
