Invitation to Bid and Subcontractor Database

I am a newbie! I work for a general contractor. We send out bid invitations to our database of subcontractors via email. In this email we send a description of the project to be bid, a link to drawing and a due date when all quotes must be received. 
We would like to be able to do the following:
  1. Have a check box asking for an answer (yes or no) to whether or not they plan to bid this project. 
  2. Can the database of subcontractors be located in one central location for all employees to access for email, phone number etc. and have one or two people take care of the upkeep of this database?
  3. If /yes/ is selected, they will remain on the list of contacts that will receive updates and RFI's.
  4. If /no/ is selected, they will be removed from the list and not receive any further correspondence for this project (but not deleted completely - we will want to contact them for future projects).
 
My next request would be to utilize the same database of contractors that is mentioned above and be able to /auto-fill/ areas of our contracts with the information in the database such as name, address, phone number, email address. Then if it can be taken even further, I would like to have the scopes and pricing that were entered by our project manager, import into the contract as well. We have several forms that were created in Excel and Word that would be filled with the information. 
 
Finally, with the pricing from the contract and any purchase orders or change orders, is there a way to have the numbers transfer to a financial budget document for subcontractor and/or vendor?
