License wise this is not required. It is based on named users. To achieve it, you need to customize AX. I would not recommend this. For sure not when it is related to only one user.

We want to limit the overall load on the AOS server in this way.
Some users like to run several times one and tighten the procedure, which adversely affects the server
Limiting the load feels like don't allow the users to be productive or have additional windows open for different purposes. If you have performance issues, then find the culprit and solve it in a natural way. This is not a business requirement, but a technical limitation.
You have to start measuring what is causing the load; not just limiting the number of sessions.
You can code this there several approaches for example see :https://dynamicsuser.net/ax/f/technical/42119/restrict-multiple-sessions which creates a table to define those who are allowed to open more than one session.
