In this version of the Contoso system in USMF, the Billing classification was not part of the header as it should be. I was able to add it with the personalize option, but it added as disabled and nothing can be selected. In my previous version of the system, the field was there and could be used.
Is there something to do in the base system to enable the field?

This field is related to the configuration key "Public sector". Is this configuration enabled in this environment?
Yes!
You can use the billing classification function when you enable this filed.
As below.
Then you can choose this function in Free Tax Invoice.
