Hi,
I'm trying to create a user for vendor (vendor collaboration), unfortunately when I provision a vendor user, the assign user roles section is empty and when I try to submit without these roles this message show up.
Vendor collaboration users must be assigned at least one user role.
Hoping for your advise. Thank you in advance.
Vendor collaboration process starts with creation of vendor contact which is at the end created as a user when workflow is completed and assigned with roles required. Take a look at below blog to get more idea about the process. I hope you are not adding user directly and trying to assign roles.

Please first assign the External roles for vendor party type in the path System administration > Security > External roles.
