When a user in D365 CE (sys admin) is given the "Delegated Mailbox Approver Role" is there a way to measure how many mailboxes they have approved accurately since assigned the new role?

I am afraid that there is no OOTB solution to counting the number of mailboxes.
There is a field called "Email Address O365 Admin Approval Status", this field records whether the mail has been approved.
You can create a Rollup filed to calculate the number of mails which are modified by selected users and been approved.
