How many do you need?
50 users
there should not be any issue, best way is to find out is to test the scenario in UAT/Development environment by creating the PR workflow as per the clients delegation of authority

Please elaborate your question. Do you want to assign same approval tasks to 50 users or 50 levels of approval you want.

Same Apprval Task to 50 users
I think you are trying to check the workflow ability. Its really good idea. As far as my experience with dynamics you can setup this. You can select Maximum 80 user for one approval.
