Need suggestion to handle 720 different sales quote workflows

Hello Guys,

I'm working on workflow configuration. There's nearly 8 conditions and overall 720(720 here is different responsible department) different workflows needs to be handled for sales quote approvals.

Power automate for BC was displaying only upto 4 conditions. Export file and import file takes again modification for each condition and responses.

Just saying for this case 720 workflows is atleast needed to handle various dropdown cases so decreasing this number is not possible.

Is there any smart way to handle this workflow through code or any other way apart from manually creating 720 different workflows?
