Base2 - Any Base license

Hello,
need some help regarding licensing D365 FO
We have users where the PPA licensing reporting says, assign user Base 2 - Any Base license
In the new Public Preview Licensing reporting, user needs "Operations - Unknown" license
User in "User license estimator" has no green dot
User in "User license count" Access license type: Team Member and Operations

Does anybody knows, which license I have to assign to this user?

    Licensing in Dynamics 365 Finance and Operations (D365 FO) can sometimes be tricky, especially with the new Public Preview Licensing reporting. Based on the details provided, here’s how you can determine the correct license for the user:
    Understanding the Licensing Terms:
    1. Base2 - Any Base License:
      • This typically means the user requires a Base license, but it doesn’t specify which one.
      • The base license could be Finance, Supply Chain Management, Commerce, or Project Operations, depending on the user's role.
    2. Operations - Unknown License:
      • This suggests that the system is unable to determine the exact Operations license required.
      • It could be due to missing role assignments or an issue with the licensing estimator.
    3. User License Estimator (No Green Dot):
      • The User License Estimator helps determine whether a user has the correct license.
      • If there’s no green dot, it means the system hasn’t identified a valid license match.
    4. User License Count (Team Member & Operations):
      • The user is currently assigned Team Member and Operations licenses.
      • If their role requires more than Team Member access, they may need an Operations - Base license.
    Recommended Actions:
    • Check Security Roles: Go to System Administration > Security > Users and review the assigned roles.
    • Use the View Permissions Page: This will show the required license level for each role.
    • Assign the Correct Base License: If the user performs full Finance & Operations tasks, they likely need a Finance or Supply Chain Management license.

    Don't take the license report in PPAC serious at all, it's all in preview and really inaccurate; Also for our non-FinOps Power Platform Apps :View license consumption for Power Apps and Power Automate (preview) - Power Platform | Microsoft Learn
    I'm 99,9% certain it's a bug.
     
    This is what it looks like for us. I've also enabled the DEV console, it's a good way to visualize and debug the data shown in PPAC:

    I haven't taken the time to debug it further, since I know Microsoft is working intensively on license visibility.

    Edit: To answer your question - Considering the number of operations entry points I'd go for at a full Finance license at minimum.
     
     
    I'm old and a bit conservative, so I rely on the standard license reports in D365 FinOps just a little longer until USG is GA.

    I wonder how Holly created her reply as all is far from the actual truth.
     
    Let me start with explaining about Base 1 and Base 2 in PPAC.
    • Base 1 mean that the user requires a full license and represents Finance, SCM, or Commerce.
    • Base 2 is related to Human Resources and Project Operations.
    If you download the details, you can check the users, role assignments and license requirements. Maybe "any base" is also included in Base 2, but I should verify that. 
    In case the license review page in the new User Security Governance mentions "Unknown", that can be caused by a custom role where you created new privileges. It will then not be able to determine the license requirement based on standard provided privileges.
