I shared my view to three people, 2 of them can see everything but one person can only see part of that data.
Example: Data about customers from Europe, Asia, North America. That particular person can only see data about customers in Europe.
probably the user is in a different Business Unit or has a different security role that stop to see the other data.
He has same Business Unit and same roles as other people who can see all the data.
check again, if a user has a same business unit and same security roles of another user they should not see different data (a possibility is a retrieve multiple plugin bound to some other criteria, but it's quite rare)
If the issue persists, I recommend to you opening a ticket on Microsoft Support.
