There might be different reasons for that error message. In addition to what other members offered, please check if the user has enough rights or is assigned any permission set.
If you can post the screenshot of the error, it would be much useful. Have you change any settings in the NAV Service? If so try restarting the service. As Amol mention check the event viewer for the error. It will definitely help you to identify the error.

in the Departments/Administration/IT Administration/General/Users you can find the user that is used for run the navision middle tier. Is that user enabled for the company that you are trying to open? In the event viewer you should find an error message

-You do not have Port Conflict,
-Service is running,
-Instance is assigned to the Database,
-There is at least one company in the Database
