    Did you install prerequisites?

    Check this:

    msdn.microsoft.com/.../hh167211(v=nav.90).aspx

Check, as Mohana offered,  if you have installed all prerequisite components located e.g. in the folder "Prerequisite Components" on Installation DVD

Ensure your user rights are enough to have access to all installation packages.

First install the prerequisite as mentioned by Mohana and if error still exists then use a proper tool and clear your system registry (this is bit risky).

If you are in windows10 HOME you wont be able to install web server components. You need Windows 10 PRO Edition for that.

Just dont install web server components. You wont have access to help system but NAV works fine

Check if you already have installed any of the other versions of NAV. if yes, remove earlier version of NAV completely, and install it again.

Check, if you already have proper permissions available and IIS is configured properly.

Also check following link and see if it helps.
