"Connected To" filter does not work with "Does not equal" operator in report

Hi forum,
 
I'm working on a report where I want to filter based on users assigned to opportunities, rather I want to show all opportunities where a specific set of users has not been assigned.
 
My report shows what I'm expecting when I have "Connected to" set to "Equals" a specific user, however when I flip the operator to "Does not equal" I do not see the expected result set - I see opportunities where the specific not-equals user is assigned.
 
Edit: I've managed to figure out that in order to hide an opportunity from the result set, I need to put all the users in the Not Equals filter rule - so it must be a logic issue in Dynamics. I need to create a filter where I target a group of specific users, if one or more are on an opportunity, it should not be in the result set - there may be additional users associated with the Opportunity that I don't care about from a filtering perspective.
 
I'm about to pull my hair out, so any suggestions would be greatly appreciated.

    there's no native "OR" grouping logic in the filter, using a Team-based approach can simplify the setup. Here’s how:
     
    1. Create a Team: In Dynamics, create a team and add all the users you want to exclude from the report. This team will act as the exclusion group.
     
    2. Update the Filter:
    In the filter criteria for your report, add a condition to exclude opportunities where the Owner's Team is this newly created team. This way, any opportunity associated with any member of this team will be filtered out.
     
    3. Test the Filter:
    Once set up, test the report to confirm that opportunities owned by team members are excluded, regardless of any additional users associated with the opportunity.
