Ive assigned Project owner role but I can not see Software deployable package type to upload package.
is there any document about it?

So as I said your user should belong to a tenant that has either license or trial activated. Did you check that?

Another partner can upload their Application deployable package.
2 account same Role Environnment manager, and not in customer's AAD.
is there any place to upload Custom packages ??

I cannot see Deployable packages in the Shared asser library too.

You don't see them because your organization does not have Dynamics 365 FnO trial activated or do not have any FnO license purchased. If it is implementation project then try to login under a uses that belongs to customer's AAD and you should see them.
What project type did you use to create the LCS project? Can you actually see deployable packages in the Shared asset library?
