Creation of Work Orders

My organization has about 60 sites and in our current work order solution, the admin associates create the work orders based on break/fix stuff at the site.

Our maintenance team then reviews the work order and schedules the most correct resource for the job.

Is it possible to allow admin staff to enter work orders without a full license? Can a work order be submitted via a webform and flowed over to Dynamics? or emailed in?

One way is to use Dynamics web api to create Work order in the system, you can use application user to create it. Usually in a contractors scenario, you can configure a Dynamics Portal and your contractors can be contacts in Dynamics and can access portal to create work orders.
