Email notification sending

Hello,
 
I have email notifications set up and they are functioning for most users, but I have one user that is unable to send a test email in the system. She is receiving the below error message. It seems I have to add a user permission set to allow her to do this. However, there appear to be hundreds of permission sets to pick from. Does anyone know which one would allow for this user to send email notifications from the system?

    What email address is the user sending the email from? Is it their personal email address, or a shared mailbox?

    take a look at the BC license type for that user. If it is teams license, then sending email is not allowed

    I did some testing but it did not reproduce your problem.
    I created two roles, gave them basic user permissions, and then tested sending emails to other people on each other's behalf, but they both worked.
     
    If it's convenient, could you please let me know if this is an error because the user is sending an email on behalf of another user, or if it's an error when triggering an email notification via Flow, etc.? Could you please elaborate?
     
    It is then recommended that you can see if it has anything to do with these two settings:

    It seems that the error you're encountering indicates a permissions issue on the email server side. To solve this, you need to gran the appropiate "Send As" or "Send on Behalf" permissions -> https://learn.microsoft.com/en-us/exchange/recipients-in-exchange-online/manage-permissions-for-recipients
