Resource availability form filtering

Hello, I am using Resource availability form. On the form, I need to filter the resources. I try to filter by Filter settings. In the filter settings, I am using Pick from department:

when I try to choose some value from department, the list of resources is empty. The departments are created and some positions/users are assigned to them. I checked that on the form Departments (Human resources -> Departments -> Departments).

Is there some other setting that need to be done to be able to use filter on the Resource availability form,
