I would check what security roles are assigned to you. (You may need a System Administrator to help you with this part)
Typically you'd be assigned one of the provided Journeys security roles (either Marketing Professional - Business for a typical marketing user, or Marketing Manager - Business for someone in more of an administrative role).
If you have either of those already assigned to you (and the forms aren't working) that's pretty concerning.
But if you're assigned a custom security role, there are some tables you'd need to check permissions for. I would start with access for 'audience settings' and 'Form settings' as below and see where that gets you.
Depending on what else you're doing with Journeys, you may need access to other tables (especially if you're using a custom security role). I'd suggest comparing your assigned custom security role to Marketing Professional - Business using XRMToolbox's "Role Comparator" tool. Your admin will likely be able to help you with that.
