Auto Release Sales Order to Create Shipper

Good day, all. We're having problems getting the 'Sales Orders to release automatically to create the Shippers. Here's what we have right now:

Current process:

User creates a SO Order (40.100.00) with a screen customization setting Admin Hold on (checked)
Data sent to non-SL processes
When data is sent back to SL
1. Add to SOSched
2. Update SOLine

i. Adjust the ordered Quantity and affected fields (Sales Price, weight, etc.)

Update SOHeader

i. Adjust sales price total for changed Order quantities
ii. Remove the Admin Hold

Add to ProcessQueue

                                                               i.      PLNSO for all SOLine records, Process Priority 150
                                                             ii.      PLNSO for SOHeader record, Process Priority 150
                                                           iii.      CRTSH for SOHeader record, Process Priority 290
                                                           iv.      PRCSO for SOHeader record, Process Priority 155

Add to SOEvent, EventType = ‘REL’

Obviously, it's the second step we're hung up on. I'm sure this will end up being a simple step that I'm missing.
