I want to build a module driven app with power platform. Is there a type of license that can provide the ability without any Microsoft apps? I do not want any OOTB apps in the subscription because they do not fit my requirements. I just want to use a pure power platform to build my application on top of it. (Module driven app + power automate + plugins + workflows)

There are different licensing options depending on how many users access how many apps how often. Start with this FAQ: docs.microsoft.com/.../powerapps-flow-licensing-faq
I guess a simple PowerApp plan should work if you are looking at one or max 2 App. Refer to the below link
