There is no standard functionality to achieve this.
You can create the order manually (with the original No.), as it would be very rare scenario.
AFAIK, it is not a functionality available in W1 version for purchase orders. Some localizations might have it (such as Germany). You need either to do a customization, e.g., allow to copy from archived orders as well as from posted orders, or restore a backup to take them from there.
I guess, the best answer for the user now is to advice him to re-create PO manually.
