Accrual Frequency set to None Query

Hi,

Can someone please help me confirm if a leave plan is set as per the image below and reached its anniversary will the leave plan automatically grant all enrolled employees 16 hours again the following year?

Or, for this to be an entitlement yearly, do I need to select accrural frequency to Annually?
