Error when trying to upgrade local Dev VM environment - "The devInstall option is not applicable to the current deployable package"

I am currently running a local Development Virtual Machine.

The latest VHD version I could download was: 

    Installed product version : Finance and Operations (10.0.5)

    Installed platform version : Update29 (7.0.5372.35448)

I am now trying to upgrade to: 10.0.7 update 31 using file: FinanceAndOperations_10.0.283.10018_Application.zip 

I had to rename the file to a.zip to avoid 'Error 0x80010135: Path too long' during extraction.

Per these instructions with step 4: https://docs.microsoft.com/en-us/dynamics365/fin-ops-core/dev-itpro/deployment/install-deployable-package#install-an-application-aot-deployable-package-on-a-development-environment

C:\Upgrades\a>AXUpdateInstaller.exe devinstall
The devInstall option is not applicable to the current deployable package.

Looks to be the same issue as: https://github.com/MicrosoftDocs/dynamics-365-unified-operations-public/issues/1062 but that result was to open a support ticket.

How do you update a local VM Development instance of D365FO ?

    Hi smore,

    If I understand the issue correctly, you have now the issue with the error mentioned in your title. Actually, you can then try the other procedure starting from this point: docs.microsoft.com/.../install-deployable-package

    I had the same issue recently on a 10.0.4 environment which needed to be updated.

    Please refer below article to start installation from :Collect topology configuration data

    AXUpdateInstaller.exe devinstall only used to install AOT deployable package

    Install deployable packages from the command line：docs.microsoft.com/.../install-deployable-package
