I don't have the ribbon editor from last comment, do I need it?, I think I can do it everything from Dynamics even edit the ribbon if not that doesn't make sense.
This is what I get, I don't know how to change it from false to active. In the options that I used to had, it says something about skipped.

Can you check if you have any Enable rule/Disable rule which did not satisfied the condition?

You can follow below steps to unhide the buttons from the ribbon.
1. Create a solution and add Lead entity with no other components.
2. then Open Ribbon workbench. If you do not have then download XRM toolbox and get the ribbon workbench in it.
3. Open your solution and you will see the Lead Ribbon.
Then you can just get the button using the ID of the Qualify button.
4. Unhide the buttons from the ribbon.

5. If it still not showing then there will be some display rule which are controlling the visibility of the button depending on the form Type like create, update, etc.

You should verify the button on ribbon workbench tool if it's hidden.
You can also debug ribbon now using command checker.
