Package deployment failed with ModuleToRemove.txt

Hi all
We removed the module on local DEV Box, all other modules was built so no references. Pipeline built was ok. ModuleToRemove.txt applied to package according Uninstall a package - Finance & Operations | Dynamics 365 | Microsoft Docs.
Deployment failed on Tier-1 with error:
Infolog diagnostic message: 'The file is not ended correctly.' on category 'Error'. 11/19/2021 10:48:03: Import licence file failed. 11/19/2021 10:48:05: Application configuration sync failed.
Anyone with experience on how to remove a module or knows about the error?

    if you try to apply the same package without ModuleToRemove.txt, is the deployment succesful? Just to make sure that this error has anything to do with your ModuleToRemove file.

    The package runs without that file. We added it, because the release pipeline was failed with missing model error.

    MS docs did not mention a specific environment type.

    What about tier-2, does it need the ModuleToRemove.txt or not?

    You should be able to test whether Tier 2 "needs" it by just trying to apply a package without the file.

    Anyway I've used it in Tier1 and Tier2, so seems there's something wrong with your file. Please analyze the details of your file, and if you need help, please share those details (=the full file, and details about the package that you're trying to remove).

    For example, I think you need to have a linebreak in the end of each model name. Including the last/only.

    File look ok, one line with model name and CRLF, tried also without linebreak, but no change. Strange...

    On tier-1 we deleted now the model manually, with the second deployment there is no warning message about the missing model. For tier-2 we will ask MS for help.
