Unfortunately, property tag can't be consumed in the work order.
When you add product in the work order, a record of work order product entity would be created which has no relationship with property instance entity. So when you edit the record of work order product, you couldn't find Product properties tab.
And you couldn't add N(Property instance entity):1(Work Order Product entity) relationships, the button is grey:
You could post an idea here(https://experience.dynamics.com/ideas/) to progress this feature, but now this is not supported.
