project is  4 parts, 1st upgrade current environment to 2010sp4, then to 2015R2, then to 2018R2, finally to 2019. I have used the same set of addins for all 4 upgrades. Nos issues with the addins I was using until I upgraded to v2019. The 2019 upgrade went great, no issues. When I try to start gp2019, a dialog box is displayed stating An error occurred while loading or initializing an addin. I went to the event log to see what addin was the issue, it appears to be: Microsoft.Dynamics.GP.BusinessIntelligence.BIReportDeploymentGP.dll.

from the event log:

An exception occurred while trying to load or initialize the addin located at BIReportDeploymentGP. Exception Details: System.TypeInitializationException: The type initializer for 'Microsoft.Dexterity.Applications.root' threw an exception. ---> System.InvalidOperationException: Assembly [Application.Dynamics, Version=18.2.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35] conflicts with the dictionary [Microsoft Dynamics GP, version 18.0.704]. at Microsoft.Dexterity.Bridge.DictionaryRoot.ValidateVersion(Assembly assembly) at Microsoft.Dexterity.Applications.root..cctor() --- End of inner exception stack trace --- at Microsoft.Dexterity.Applications.DynamicsDictionary.SyReportListForm..ctor() at Microsoft.Dexterity.Applications.DynamicsDictionary.SyReportListForm.get_Instance() at Microsoft.Dynamics.GP.BusinessIntelligence.BIReportDeploymentGP.BIReportDeploymentGPAddin.Initialize() at Microsoft.Dexterity.Bridge.AddinManager.LoadAddin(String name, Type type, Boolean checkPlatformAttribute, Int32 currentDexPlatform)

This addin does exist in the addins folder and has been used successfully in three previous upgrades, 2010sp4, 2015Rd, and 2018R2. This is the first time this error has occurred. The system has been rebooted, no help. I have read a ton of articles related to this error related to unable to load or can't find the addin.

    Hi Terry,

Could that be related to some .NET updates that are missing ? or have been applied which shouldn't have been ?

Hi Don - were you able to find a solution to this?  I'm having the exact same problem.  (Upgraded from 2015 R2 to 2016 and then to 2018.3)

    Hey Beat,

I am having the same issue on GP 2016, and the link you posted is a similar error, but not the same. The steps outlined do not resolve the issue.

    JGilker,

may I ask if you did upgrade this computer from a previous version of GP?

When this happens it's likely because there are multiple instances of the same DLL registered and GP is confused.

Remove all the GP related software and re-do a clean install of GP 2016. The issue is likely to go away.

    Hello,

No, I did not upgrade from a previous version of GP.
I reached out to my support partner, and the issue turned out to be a corrupted REPORTS.dic file. Rebuilding the file through a package resolved the issue.

    Thanks!

Just ran into this error on the server with a Year End Update on GP2016.  Clue from a previous comment about the reports dictionaries.  For me, it appeared to be the Forms dictionary that was the cause.  I first removed the reports dictionary, but the error still occurred.  After forms & reports were removed, I rebuilt the reports dictionary from a package file and all seems well so far.
