Access Team User can't access chart shared with the Access Team

I am having an odd issue. I have created several Access Teams and I have given Read/Write/Share permissions to those teams on several different Dashboards, Views and Charts. I have one user who is in one of the Access Teams that cannot see one of the Charts. I double/triple checked, she is in the Access Team and the Access Team is assigned permissions to the chart. If I share the chart with the user individually with the exact same Read/Write/Share permissions they can now see the chart. If I remove the individual user they can't see it anymore, but user is still in the Access Group that still has permissions.

Any ideas on what could be going on?

Can other members of the team view? Have you set the correct security role for the team?
