Hello Everyone
i want to send an email to owner of the case , when case is assign to specific user, i want to do it with help of plugin not workflow.
any help will be appriciated.

Hi,
You can write you code on Assign message. You will get owner details in context.
Also Since Owner Change can happen either using Assign button from ribbon or Owner lookup change.
I would recommend to create step on Update message and in filtering attribute select Owner field.
SDK already has sample code to send an email using C#.
