Outside the sysadmin or the person who submitted a PO for approval, who else can recall the workflow on a PO? In other terms what security access is required to provide a finance controller to be able to recall any workflow in the system?

Every system user has the option to recall a workflow, but it is limited functionally to his own workflow submissions. Except for the system administrator who has access to all to be able to cancel all. I thought also the Information technology manager role is able to perform the recall.
The duty of Maintain workflow and alerts settings can access the recall.
And the workflow owner also can do it.
