Complex workorder architecture

I have a customer who installs hardware for his customers. The work often needs to be done for a whole apartment complex at a time. The technicians need to complete some work in every apartment and need to be able to add information for each apartment. One apartment complex can have up to 100 apartments. 

What is the best way to design the solution for this customer. 

I have considered the following: 

1. One workorder for the apartment complex, with a custom table that represents each apartment. 
2. Maybe i could create a case to represent the apartment complex and then add one workorder per apartment to the case. 
3. Sub-workorders/linked workers (i cant find any information about how to use these)  

Please let me know what design you would go with. Maybe you have a bether idea then the ones i was considering?
